Over the past few years, titanium dioxide has become one of the most discussed ingredients in beauty, skincare, and even food products. Headlines questioning its safety have created confusion for consumers especially when many trusted sunscreens and mineral makeup products still contain it. So what is titanium dioxide really? Why has it become controversial? And should consumers be concerned about seeing it listed in their beauty products?
The answer is more nuanced than most headlines suggest.
What Is Titanium Dioxide?
Titanium dioxide (TiO₂) is a naturally occurring mineral used globally as a white pigment and UV-filtering ingredient. In cosmetics, it helps create opacity, brightness, smooth coverage, and sun protection.
It has been used safely in skincare and makeup formulations for decades and remains one of the most widely researched cosmetic ingredients in the world.

Why Has Titanium Dioxide Been in the Media?

After assessing thousands of studies, EFSA concluded they could not fully rule out the possibility of genotoxicity meaning the potential for DNA damage when titanium dioxide particles are consumed and accumulate in the body over time.
As a result, the European Union chose to ban titanium dioxide as a food additive under a precautionary principle.
However, this is where the conversation became confusing.
Regulatory authorities in Australia, the United Kingdom, Canada, and the United States reviewed the same scientific data and did not reach the same conclusion. These agencies continue to permit titanium dioxide in approved applications, arguing that many of the studies showing potential harm involved extremely high doses or nanoparticle conditions that do not accurately reflect real-world human exposure.
This created a global scientific split and much of the public discussion failed to clearly distinguish between eating titanium dioxide, inhaling it, or applying it topically to the skin.
That distinction matters enormously.
Titanium Dioxide Behaves Differently Depending on Exposure
One of the biggest misconceptions in the media coverage is the assumption that all exposure to titanium dioxide carries the same risk profile.
It does not.
The way the ingredient behaves depends entirely on how it enters the body.
In Food Products
The greatest controversy surrounds ingestion.
Titanium dioxide has historically been used in confectionery, chewing gum, icing, vitamin coatings, and highly processed foods to create a bright white appearance.
Europe has now banned its use in foods, while many other countries continue to allow it.
Consumers who prefer to follow the European precautionary approach may choose to avoid titanium dioxide in ultra-processed foods and supplements.
In Sunscreens & Cream-Based Cosmetics
This is a very different category entirely.
In topical skincare and sunscreens, titanium dioxide sits on the surface of the skin where it acts as a physical UV filter. It helps protect the skin by reflecting and scattering harmful UVA and UVB radiation.
Current scientific evidence supports that titanium dioxide particles used in creams and lotions do not penetrate healthy, intact skin in meaningful amounts.

Pressed powders, liquid makeup, cream products, and BB creams are generally regarded as low-risk applications because the ingredient is bound within the formulation and not freely airborne.

What About Loose Powders & Spray Products?
The primary area where caution is advised relates to inhalation of fine airborne particles.
Occupational studies involving chronic inhalation of industrial titanium dioxide dust raised concerns around lung irritation after prolonged exposure to extremely high concentrations over time.
This is why aerosolised products such as spray sunscreens or heavily airborne loose powders tend to receive greater scrutiny.
It is also why many clean beauty brands formulate carefully and thoughtfully around product delivery systems.
Again, context matters. Industrial inhalation studies are not directly comparable to applying a cream-based BB crème or pressed mineral foundation to the skin.
Understanding Nanoparticles
Another term often associated with titanium dioxide is “nanoparticles.”
This sounds alarming, but the science is more complex than the language often used in media reporting.
Nanoparticles are extremely tiny particles sometimes used in sunscreen formulations to improve texture and reduce the white cast traditionally associated with mineral sunscreens.
Current evidence suggests that even nanoparticle titanium dioxide used in sunscreens remains largely on the outer layer of healthy skin rather than penetrating into deeper tissue or the bloodstream.
